How can I get help in memorizing IPA and phonology such as comprehending phonemic rules.  I am have great difficult in this and it has become over whelming.

Welcome to IAYL

as you may know all the phonetics are like the letter except some of them like for "th" and "j" that they are not so much!

I think there is no way except practicing them, you may try this way:

when you face to a new word try to find it in English - English Dictionary and write the word's phonetic in a note book, after just a week you will know them all, be sure.

but at least try to practice 50 word per day.

Dear Ali

Another way that I can suggest is to compare them,for example if your mother tongue is X ,You can take a look at  X language dictionary and compare the IPA marks in your native language.Because most dictionaries describe these marks at first or at the end with the example of that language... Rose
